Reform US Congress to Meet the Needs of the Twenty-First Century

The partisan gridlock and incompetence of Congress frustrates and astounds. We cannot compete or survive if we continue like this. I suggest an Amendment to the Constitution to create a framework to manage Congress and help it Simply Get Things Done. Is Congress the most appropriate body to make the rules it operates under? Is Congress the most appropriate body to evaluate the conduct of its members and staff?>
I think the answer to both questions is no. And propose remedies below.
