Citizen Committees

The ideas I have so far follows. I'd expect them to evolve when the final wording of the Amendment is developed.
  • The Amendment would establish the Citizen Committees as the sole and final body for the rules and means Congress operates under, how each body is organized and also review the Official Duties, Political Activity and Ethical Conduct of its members and their staff.
  • Two Citizen Committees would be established. One for the House and one for the Senate.
  • Each Citizen Committee would be composed of one man and one woman from each of the 50 states, or 100 persons.
  • Citizen Committee Members would be randomly selected from the rolls of citizens who voted in the last election.
  • Each Citizen Committee Member may serve only once, and for a maximum of a calendar month.
  • Members of Citizen Committees shall be paid for their time and for travel and per diem expenses.
  • The two Committees shall share a permanent Staff.
  • Citizen Committees shall have the right to hire Consultants.
  • The budget for the Committees shall come from the the budget for Congress. Congress shall not have the right to limit the budget for Citizen Committee activities.
